In the first paragraph of Article 17 of the Regulation on the Trade of Second Hand Motor Vehicles, it is stipulated that if the payment is made in cash in the purchase and sale of second hand motor vehicles, the sales price of the vehicle will be paid by the institution authorized by the Ministry through the electronic system created in a way that the vehicle ownership and the sales price are exchanged simultaneously. .

In line with this provision, TNB was authorized to establish and operate a secure payment system with the protocol signed on 7.1.2020 between the Ministry of Trade and the Notaries Union of Turkey (TNB). Although the Secure Payment System was made ready and put into use by TNB on 3.2.2020, when the number of second-hand motor vehicles sold and the number of uses of the system are compared, it is reached as a result of the failure to comply with the regulation provision mentioned by the enterprises.

In this context, the Secure Payment System should be used if the whole or part of the vehicle price is paid by paper or civil money or money order or EFT in the sales made by businesses engaged in the trade of second hand motor vehicles.
