PROHIBITION OF DISPOSABLE PLASTIC PRODUCTS

Dear Members,

In the letter received from the Union of Chambers and Commodity Exchanges of Turkey reported by the Ministry of Commerce that the EU Commission's regulation numbered 2019/904 aims to reduce the use of single-use plastics in the EU.

With the arrangement mentioned in the article has been stated that the "Regulation on the Prohibition of the Market Entry of Disposable Plastic Products and Products Made of Soluble Plastic" has been approved by Germany and will come into force as of 3 July 2021.

In the relevant regulation, the definitions of the concepts of disposable plastic product, plastic, soluble plastic, placing on the market and being available in the market are made and products that are banned from entering the market are listed. Defined concepts:

- Disposable Plastic Product: A product designed, manufactured, put on the market and made entirely or partially of plastic, not to be reused.

- Plastic: Raw material made of polymer (except biopolymer)

- Soluble Plastic (oxo-degradable plastics): Plastic in which chemicals are used in the production process in order to be fragmented in nature.

- Launching: Launching the product covered by this regulation for the first time on the market

- Presence in the Market: Delivery of the product for use or consumption within the scope of commercial activity without money or money

Products banned from entering the market:

Plastic cotton swabs, excluding medical uses
Plastic fork, spoon, knife, plate
Plastic stirring sticks
Drinking glasses made of polystyrene (to-go glasses) and beverage cups and lids
Pipettes excluding medical uses
Balloon stems (except industrial uses not offered to consumers)
Fast-food meal packages made of polystyrene
Products made of soluble plastic (oxo-degradable plastics)


Continuing in the article, it is possible to sell the products that are banned from entering the market above, provided that they have been put on the market before the relevant regulation comes into effect (3 July 2021); It was stated that the transition period was determined and the aim was to eliminate the excess in stocks due to the pandemic and to prevent the economic damage that may occur by ensuring that the products ready for consumption are not destroyed.

In addition, as the EU Commission's regulation prohibits the production and import of these products in the long run, and the supply is eliminated in the market, companies operating in the sector have to use metal, wood, glass and cardboard etc. instead of single-use plastic products.
