Within the scope of the studies initiated in order to reduce bureaucracy and paperwork in the public sector and to increase the service quality offered to citizens; Applications regarding investment incentive certificates and notifications made by investors with international capital are received through the web-based application called Electronic Incentive Application and Foreign Capital Information System (E-TUYS) managed by the Ministry of Industry and Technology Incentive Application and Foreign Capital General Directorate since 2 July 2018. and finalized.

However, in order for such transactions to be carried out in E-TUYS, users who will make transactions on behalf of the investor must be authorized by the Ministry Incentive Application and Foreign Capital General Directorate. Until now, the documents required for the authorization had to be submitted physically to the Ministry by the investor by mail or by hand.

With the "Regulation on the Amendment of the Foreign Direct Investments Law Implementation Regulation" and the "Communiqué on the Amendment of the Authorization Communiqué Regarding the Execution of Investment Incentive Certificate Transactions in Electronic Environment", which entered into force by publishing the Official Gazette dated 16.10.2020 and numbered 31276, the Ministry's Incentive Implementation and Foreign Capital All documents regarding the applications to be made to the General Directorate for authorization will be sent via KEP.
